Introduction

The regime applicable to the movement of cultural goods across the EU was, until recently, focusing primarily on exports.

However, since 2019, the art market has been anticipating a new regime targeting the import into the EU of certain cultural goods.

The new regime stems from the Regulation (EU) 2019/880 on the Introduction and the Import of Cultural Goods.

One of the main characteristics of this Regulation is that it requires the Member States’ cooperation via a centralised electronic system.

The EU has set a deadline of June 2025 for the system to become operational.

As we head into 2025, it will be crucial for those planning to introduce qualifying cultural goods into the EU to understand this new regime.
